The clearest tattoo-friendly answer in Chiba, and it is in writing on the official FAQ rather than in hearsay. Twelve tubs including eight open-air ones look over rice fields near Narita Airport; the water is a dark brown sodium chloride-bicarbonate spring drawn at 19C, so it is heated. Adults-only in effect - under-sixes are not admitted - which keeps it quiet, but there is nothing else to walk to.
