Of the 10 onsen we have checked in Shiga, 1 let you into the shared baths with tattoos showing; 1 let you in if you cover them with a patch; 1 only in a private (kashikiri or in-room) bath. 6 turn tattooed bathers away, and 1 publishes no rule we could confirm.
