Is Kyoto tattoo friendly?

Mostly not, but there are exceptions. Of the 13 onsen we have checked in Kyoto, 1 let you into the shared baths with tattoos showing; 1 only in a private (kashikiri or in-room) bath. 5 turn tattooed bathers away, and 6 publish no rule we could confirm. Each count comes from the facility’s own published rule. Some inns treat day visitors and overnight guests differently, so a place counts here if either one is let in — each card below says which.
